- Class 1
- M.G.L. c.90, §1 and c.85, §11B¾ define Class 1 electric bicycles: pedal-assist only, motor assistance stops at 20 mph, ≤750 W, fully operable pedals, and compliance with federal bicycle standards.
- Class 2
- Same statutory articles define Class 2: motor may propel the bicycle without pedaling, assistance stops at 20 mph, same wattage and equipment requirements.
- Class 3
- Massachusetts does not yet define a statutory Class 3 electric bicycle comparable to other states; bikes exceeding Class 1/2 limits may be treated as motorized bicycles or mopeds with registration, licensing, and helmet duties. Bills such as S.2373 have sought a Class 3 definition—check malegislature.gov for enactment.
- Helmet laws
- Helmet rules track MGL bicycle provisions (including requirements for riders under 16 on certain devices) and any motorized-bicycle requirements if your bike falls outside Class 1/2.
- Age restrictions
- Class 1/2 operation follows bicycle and local rules; there is no statewide Class 3 e-bike age because Class 3 is not codified as an e-bike class today.
- Road access
- Class 1 and 2 electric bicycles may use public ways consistent with bicycle statutes unless local rules add limits.
- Trail access
- DCR and municipal parks may restrict e-bikes on paths or natural-surface trails—follow agency postings.
- Sidewalk rules
- Sidewalk riding is generally limited; Boston and other cities impose specific bans or slow zones.
- Important notes
- MassBike and MassDOT publish guidance that can lag statutory changes—always read current MGL and municipal ordinances. Educational summary only—not legal advice.
