- Class 1
- Kentucky law does not enact the PeopleForBikes three-class chapter verbatim; e-bikes are chiefly regulated through bicycle and low-speed electric scooter statutes (see KRS Chapter 189). Trail brochures may mention “Class 1” informally, but that is not a separate state code tier.
- Class 2
- Throttle-equipped bikes that stay within Kentucky’s bicycle/low-speed device definitions generally follow bicycle road rules; verify whether your device is classified as an electric low-speed scooter versus a bicycle under current definitions.
- Class 3
- There is no freestanding statutory “Class 3 (28 mph)” e-bike article comparable to Colorado or California; faster devices may be treated as mopeds or motorcycles if they exceed statutory limits.
- Helmet laws
- Kentucky does not impose a universal adult bicycle helmet law statewide; some facilities or cities may impose requirements.
- Age restrictions
- Statewide minimum ages for low-speed electric bicycles are not as detailed as in three-class states; Lexington and other cities have adopted local speed or sidewalk limits—check municipal code.
- Road access
- Devices meeting bicycle definitions may use roads and bike lanes where bicycles are allowed unless posted otherwise.
- Trail access
- Metro parks and land trusts publish their own e-bike policies; Louisville-area trail managers often reference class-style guidance.
- Sidewalk rules
- Local ordinances control whether e-bikes may use sidewalks; downtown districts may impose lower speed caps.
- Important notes
- Review KRS 189.010 (definitions), bicycle operation articles, and electric low-speed scooter rules (e.g., KRS 189.289). Educational summary only—not legal advice.
